Care should be taken when completing this form since, under most circumstances, an election for prior service is a binding, irrevocable agreement. Please ensure that the dates of the service which you enter are complete and accurate and only apply to periods of service that you wish to count.
Place an X in the box that corresponds best to your situation. No matter which box you choose, you must also complete the table entitled "Elective pensionable service."
Place an X in the box that corresponds best to your situation.
By completing this section you wish to surrender your pension benefit payable under the PSSA or CFSA that you are either currently eligible to receive or will become eligible at a future date in order to count your pensionable service under the RCMP Pension Plan. You normally require two years of service with the RCMP to become "vested" under the RCMP Pension Plan. "Vested" means you are entitled to a lifetime retirement benefit rather than only a return of your pension contributions. However, if you surrender your PSSA or CFSA pension in order to count the related service under the RCMP Pension Plan, it will be protected and you will be entitled to a retirement benefit if you leave the RCMP prior to accruing two years of service.
If you are choosing to pay by monthly instalments, select "Minimum monthly deduction" or enter the monthly instalment amount you wish to pay.
Note that payments will be deducted semi-monthly from your pay cheque. For example, if you indicate $200.00 next to "monthly deduction of $", $100.00 will be deducted from your semi-monthly pay cheque.
If you choose to pay for your election by means of monthly deductions, please note that interest and mortality charges will be computed in accordance with the mortality and interest assumptions contained in the most recent actuarial report of the RCMP Pension Plan. The monthly instalments are payable on the first day of each month after the day on which the election is made. Full or partial default of the monthly deduction(s) may result if there is a delay in commencing the correct monthly payment, and it may be necessary to increase your monthly payment to cover the default.
If you are choosing to pay by a lump sum, enter in the dollar amount if known. Select Cheque, Bank draft, Money order or RRSP. Payments are to be made payable to the Receiver General for Canada. The Government of Canada Pension Centre will advise when the lump sum payment is due.
Medical examination - If you purchase your service within the "normal" time frame, no medical is required. The "normal" time frame is the later of one year from the day you became a contributor to the RCMP Pension Plan.
If the prior service is purchased as a "late election", or if you are surrendering a PSSA or CFSA pension entitlement, a medical examination must be passed. A medical is not required if you are making a "late election" for prior part-time Public Service and you are paying by lump sum.
You must undergo your medical up to six months before or six months after you sign the RCMP- GRC A-2-2E.
Service verification - Official verification of service is required to validate any election. If you are asked to help verify this service, your cooperation will be essential. Commencing deductions does not mean that the service is valid.
Past service pension adjustment (PSPA) - A PSPA must be declared for all elections in respect of post 1989 service. This calculation and declaration will be processed for you by the Government of Canada Pension Centre. Where the Canada Revenue Agency does not approve the PSPA, the election will be invalid and, if applicable, you will be advised what options are available.
Note: A Past service pension adjustment ( PSPA) must be calculated and certified by Canada Revenue Agency for each period of elective service that occurred in 1990 or later. Obtaining CRA certification may take a significant amount of time. The initiation of deductions does not indicate acceptance of service.
